The French System in Brief

Social Security reimburses much of healthcare spending: consultations, medications, hospital stays. Every resident, after a few months in France, can be affiliated under universal health coverage (PUMa). This affiliation opens rights and provides a Social Security number, the gateway to all health-related procedures.

Building the Affiliation File

To get affiliated, send a file to the local health insurance fund (CPAM) of your area. Typical documents: residence permit, proof of address, birth certificate, proof of activity, bank details (RIB). Processing can take several weeks or months. A temporary number may be issued in the meantime.

From Certificate to Carte Vitale

Once the permanent number is issued, you can apply for the Carte Vitale (online via the ameli account or by form). The card is sent by mail and must be activated at certain health professionals or pharmacies. In the meantime, a rights certificate is enough to receive care.

Top-Up Health Insurance: A Useful Complement

Social Security does not cover everything: out-of-pocket costs, fee overruns, dental and optical care are often poorly reimbursed. A complementary insurance (mutuelle) bridges the gap. Lower-income individuals may qualify for the Complémentaire santé solidaire — free or very affordable.
